Clemens requests moratorium on apartments and condos

(by Kim Lunsford, Staff Writer - September 09, 2009)

Reynoldsburg City Council Member Mel Clemens asked the council to consider a moratorium on apartment buildings or condominiums being approved by the zoning board.

“That gives them the chance to fill up the spaces they do have or refurbish those in need,” Clemens said at the Sept.8 board meeting.

Council President William Hills agreed that a moratorium would be a good idea in lieu of rewriting the zoning policy at this time and preventing future situations that they have seen in the past.

“We have been lied to,” Clemens said of the Five Corners and Taylor Road facilities that originally came to the zoning board as condominiums for sale rather than rent.

Hills was in agreement about this.

The Service Committee voted unanimously to explore the moratorium for the future.

Street program moving smoothly
Director of Engineering James Miller reported on the status of the current street program.
Miller said the program is almost halfway through and has gone well with only the exception of Priestley Drive.

Miller further explained that the road was left unpaved for an extended period of time and was corrected after complaints to the service department.

Hills, a Priestley Drive resident, asked what changes were being made to prevent such problems for the rest of the project.

Such roads as Haft Drive will be seeing the process run from start to finish within eight days.

The process starts by milling the road, the process where the old existing road surface is removed by machine to expose the road base. After that, the roads are repaired and filled layer by layer until the final act of paving that completes the process.

Miller said the entire process is being expedited as much as possible with a specific time line from milling the road to the actual paving.

“I’m pleased to hear that,” Hills said of the quicker schedule for the additional work.
